The plan

The Mill is now a vibrant and completed neighbourhood located on the 53.6 acre site of the former Arjo Wiggins paper mill in west Cardiff. This landmark development has transformed a once derelict brownfield site into a flourishing riverside community, delivering 800 high quality homes across a variety of tenures including social rent, discounted rent, intermediate rent, market rent and homes for open market sale.

Delivered in partnership with Lovell and Cadwyn Housing Association, The Mill has set a new standard for regeneration in Wales. Over £100 million has been invested in creating a high quality, sustainable place to live with a strong focus on affordability, placemaking and long term stewardship. A £7 million land remediation programme and an £11 million investment in infrastructure laid the foundations for what is now a thriving community.

A large new community centre is currently under construction and will provide space for a wide range of activities and services for residents and people from the surrounding area.

Ideally located in Canton, The Mill is just minutes from Cardiff City Centre with excellent transport links including proximity to the upcoming South Wales Metro. Plans for a nearby rail halt will offer even greater connectivity to the city centre, Cardiff Bay and Cardiff International Airport. For those who cycle or walk, the improved Ely Trail and the new foot and cycle bridge over the River Ely provide safe, green routes to nearby parks and local amenities.

Residents benefit from easy access to a wide range of facilities:

  • Cardiff City Stadium is within walking distance.

  • Excellent road links via Culverhouse Cross and the M4.

  • Nearby GP surgeries, shops, banks and the vibrant local high street of Cowbridge Road East.

  • A choice of local schools including English and Welsh medium options, with the modern Ysgol Treganna adjoining the site.

The Mill also offers superb access to green space. The award-winning Victoria Park and the expansive Trelai Park are both nearby, offering everything from formal sports pitches to tranquil walking routes, play areas and allotments.

With community at its core, The Mill is more than just a place to live — it’s a place to belong.
