Tirion Homes has today published a new white paper titled “Delivering More Homes in Wales: A Pragmatic, Scalable Approach.”

The paper examines the growing pressures facing the Welsh housing system and makes the case for a renewed focus on delivery. Rising construction costs, increasing regulatory requirements and finite public subsidy are constraining output at a time when housing need continues to grow.
While maintaining a clear commitment to quality, safety and sustainability, the paper argues that policy must be measured against its impact on housing supply. The cumulative effect of layered regulation and high grant dependency risks reducing the number of homes delivered.
Drawing on evidence from Welsh schemes, including mixed-tenure developments delivered without reliance on Social Housing Grant, the paper demonstrates that alternative delivery models can increase supply while maintaining long-term affordability and placemaking quality.
Key themes explored include:
The limits of a grant-led delivery model
The case for a whole-tenure approach
Institutional investment as a lever for scale
Unlocking stalled regeneration sites
The importance of pipeline certainty
Policy implications for the next Senedd term
The white paper is intended to inform cross-party discussion and contribute to a practical, delivery-focused housing strategy for Wales.
